Two very different appointments are often described in the same words. Knowing which one you are buying decides what is actually being protected.
A supervision consultant checks that what is built matches the design and the code, and usually certifies payment. A project management consultant manages the process: programme, procurement, coordination, cost and reporting across all parties. Supervision protects the building. Project management protects the project. Most owners abroad need both functions, though not always both appointments.
Supervision consultant at a glance
Usually the design engineer or an independent engineering office, present on site at intervals or full time. They witness inspections, review test results, approve material submittals, raise non conformances, confirm compliance with the Saudi Building Code and the design, and certify work for payment. Their loyalty is to the design and the code.
Project management consultant at a glance
A firm managing the delivery process on your behalf across designers, contractors and suppliers. They own the programme, run procurement, control cost, chair meetings, manage the contract administration and produce your reporting. They do not usually replace the technical supervision function, and they should not be asked to.
Primary duty
Supervision consultant: Compliance of the works with the design, the specification and the code.
Project management consultant: Delivery of the project to time, cost and scope.
Typical presence on site
Supervision consultant: Regular attendance tied to inspections and hold points.
Project management consultant: Periodic, since the role is coordination rather than witnessing.
Relationship to payment
Supervision consultant: Usually certifies, because certification depends on quality and measurement.
Project management consultant: Usually reviews and recommends, with certification left with the engineer.
What it cannot do
Supervision consultant: Manage procurement, coordinate multiple contractors or control your overall cost.
Project management consultant: Take technical responsibility for the adequacy of what has been built.
How failure shows up
Supervision consultant: Defects, failed tests and non compliance discovered late.
Project management consultant: A compliant building delivered late and over budget.
Fee basis
Supervision consultant: Usually linked to duration and attendance frequency.
Project management consultant: Usually a percentage of project value or a fixed monthly fee.
Value to an absent owner
Supervision consultant: Stops bad work becoming permanent.
Project management consultant: Stops the project becoming something you only understand at the end.
When supervision consultant wins
- Any project where technical compliance and structural integrity are the main risks.
- Builds following a complete design where the main question is whether it is executed correctly.
- Projects needing an engineer of record relationship with the design for authority purposes.
- Owners who need someone empowered to stop a pour or reject a delivery.
When project management consultant wins
- Projects with several contractors or packages that must be coordinated.
- Developments where the owner has no local presence and no capacity to administer a contract.
- Builds with significant procurement content, particularly imported items.
- Situations where cost and time control matter as much as technical quality.
How to decide
Never go without supervision, because nobody else is checking that the building is sound and compliant. Add project management when the project has multiple parties, meaningful procurement or a programme you cannot afford to lose control of. On a single villa with one contractor and a complete design, a strong supervision appointment plus a clear reporting requirement may be sufficient. On anything with packages, imports or a financing deadline, the management function has to exist somewhere, and if you do not buy it the contractor performs it for you in their own interest.
Ask each candidate for two documents from a previous project: a sample inspection and non conformance register from a supervision appointment, or a sample monthly report and programme review from a management appointment. The samples tell you more than any interview, because they show what the firm actually produces every month rather than what their proposal promises. Also confirm what licences and registrations the firm holds for engineering work in the Kingdom, and verify the position with the relevant authority rather than relying on a letterhead.

Frequently Asked Questions
Do I need both a supervision consultant and a project manager on one building?
It depends on the complexity and on your own capacity. Supervision is essential on every project. Project management becomes essential once there are several contractors, significant imported procurement, or a fixed date that carries financial consequences. Where budget is tight, a strong supervision appointment combined with a clearly defined owner representative role can cover much of the management function.
Who certifies construction payments if there is a project management consultant?
Usually the supervising engineer certifies, because certification requires technical judgement about whether work has been properly executed, and the project manager reviews the commercial content. What matters is that the contract names one certifier unambiguously, states what they may deduct, and gives them the authority to reduce an application. Two parties both believing they certify is worse than either doing it alone.
Can the architect who designed the building also supervise construction?
It is common and has a real advantage, since nobody understands the design intent better. The trade off is that the designer is also assessing whether problems on site came from the design, which is not a neutral position. Where the project is large or the design is unusual, some owners keep the designer involved for intent while appointing a separate party for site supervision and certification.
