Choosing Activity Codes (ISIC) for a Saudi Commercial Registration

Choosing Activity Codes (ISIC) for a Saudi Commercial Registration

Domira Team February 22, 2026 4 min read

How to turn your business model into the right ISIC-based activity codes for MISA and the CR, and avoid amendments or blocked licences later.

Your activity codes decide what your Saudi company may legally do, which regulator is involved, whether the activity is open to foreign investors, and which premises and localisation rules apply. The codes follow the ISIC classification used by the Ministry of Commerce and MISA. Choose them by describing what you will actually invoice, then mapping each revenue line to a code.

Before stage one

Start from revenue, not from a list. Sit down with whoever will run the business and write down every type of service or product you expect to charge for in the first three years, in ordinary language. The codes come afterwards, and they are much easier to choose once the revenue lines are clear.

  • A list of revenue lines with an example customer and contract for each.
  • Whether any revenue line involves a regulated activity such as health, education, finance or media.
  • The premises each activity needs, since some codes require specific facilities.
  • Whether you will import goods, which affects customs and trading activities.

Stage 1: Describe each revenue line precisely

Write one sentence per revenue line saying what is supplied, to whom and how. Avoid broad words like solutions or services, which do not map to any code.

  • Deliverable: A revenue map in plain language.
  • Owner: Business lead.
  • Approval gate: Every expected invoice type fits one line of the map.

Stage 2: Search the activity guide

Use the Ministry of Commerce activity search to find the codes whose descriptions match each line. Read the full description, not only the title, because similar titles can have different scopes.

  • Deliverable: A shortlist of candidate codes per revenue line.
  • Owner: Adviser with the business lead.
  • Approval gate: Each code description has been read in full.

Stage 3: Check openness to foreign investment

Confirm that each shortlisted code is open to foreign investors and note any that are conditional or closed.

  • Deliverable: A status note for each code.
  • Owner: Adviser.
  • Approval gate: No closed code remains in the plan without a decided alternative.

Stage 4: Identify regulators and premises rules

For each code, record whether a sector regulator must approve it and what the municipal licence requires of the premises.

  • Deliverable: A table of codes, regulators and premises requirements.
  • Owner: Adviser with the facilities lead.
  • Approval gate: The chosen premises can be licensed for every code.

Stage 5: Balance breadth and burden

Decide which codes to register now and which to add later. More codes give flexibility but may bring more obligations, regulators or localisation rules.

  • Deliverable: A final list for filing and a list for later amendment.
  • Owner: Shareholders.
  • Approval gate: The first-year list covers every contract you expect to sign in year one.

Stage 6: File consistently across MISA and the CR

Use the same codes in the MISA registration, the CR application and the articles, and keep the list for later tax and licensing steps.

  • Deliverable: Matching activities in every record.
  • Owner: Adviser.
  • Approval gate: No mismatch between the MISA record, the CR and the articles.

Handovers between stages

The weak point is between the business team, who know what they sell, and the adviser, who knows the codes. Advisers under time pressure pick a code that looks close, and the business team never reads it. Insist on seeing the full description of every code before filing and signing it off.

How you know it is finished

The activity work is finished when every revenue line has a registered code, the codes are open to you, the premises can be licensed for them, any regulator is identified, and the same list appears in every official record. Keep the revenue map on file so the next amendment starts from it.

Frequently Asked Questions

What are ISIC codes used for in Saudi company registration?

ISIC is an international classification of economic activities, and the Saudi activity guide is based on it. The codes you register define what your company may do, whether the activity is open to foreign investors, which regulator is involved and what the premises must provide. They also feed into later registrations, such as municipal licensing and localisation rules.

How many business activities can I put on a Saudi CR?

You can generally register several related activities, but each one may bring its own conditions, regulator or premises requirement, and some combinations are not allowed together. The practical limit is what you can comply with. Register what you need for the first year or two and add activities later through an amendment.

What happens if I choose the wrong activity code for my Saudi company?

You may be unable to invoice for work that falls outside your registered activities, or face issues with licences, banks or tax registrations that rely on the codes. The fix is an amendment to the CR and possibly the articles and MISA record. It is simpler to spend time on the codes before the first filing.

Can a consulting company and a trading company share one Saudi CR?

Some service and trading activities can sit in one entity, while others are incompatible or bring different conditions for foreign investors. Trading activities in particular have their own rules. Check the specific combination with your adviser and MISA, and consider separate entities when the conditions for one activity would burden the other.
