Qiwa, Muqeem, GOSI and Absher: Mistakes New Employers Make

Qiwa, Muqeem, GOSI and Absher: Mistakes New Employers Make

Domira Team December 20, 2025 4 min read

What each of the four main platforms does for an employer in Saudi Arabia, and the mistakes that cause blocked services and penalties.

Four platforms carry most of an employer's obligations in the Kingdom. Qiwa, run under the Ministry of Human Resources and Social Development, handles labour services such as contracts, work permits, transfers and Saudisation. Muqeem, linked to the Jawazat, handles residency services for foreign staff. GOSI handles social insurance registration and contributions. Absher is the individual portal, used by residents and citizens for their own records.

Why these keep happening

Employers get into trouble on these platforms because the platforms share data. A change entered on one, such as a salary or an occupation, flows to or is checked against another. A new company that treats each platform as a separate chore, handled by different people at different times, ends up with inconsistent records, and inconsistent records trigger blocks.

1. Different salaries on different platforms

The contract on Qiwa, the wage registered with GOSI and the salary paid through payroll are entered separately and drift apart.

  • Avoid it by: Using one master record for each employee salary and updating all platforms from it.
  • Proof it is closed: A monthly reconciliation showing identical figures across contract, GOSI and payroll.

What it costs you: Wage protection mismatches, GOSI queries and weak evidence if a dispute reaches the labour courts.

2. Letting iqama renewals lapse

Renewals depend on paid fees, valid insurance and a company in good standing, and a new company may not have a routine for them.

  • Avoid it by: Setting renewal reminders in Muqeem well ahead of expiry and checking the prerequisites early.
  • Proof it is closed: A renewal calendar with no expired iqamas on the company file.

What it costs you: Fines, employees unable to use services, and in some cases blocked company services.

3. Not documenting contracts on Qiwa

Employers sign paper contracts and assume that is enough.

  • Avoid it by: Documenting every contract on Qiwa, where the employee also accepts it.
  • Proof it is closed: Every employee has an active documented contract on the platform.

What it costs you: Weaker legal position and problems with services that rely on documented contracts.

4. Late GOSI registration

Staff start work before registration because payroll is not ready.

  • Avoid it by: Registering employees from their first day of work.
  • Proof it is closed: GOSI start dates matching contract start dates.

What it costs you: Back contributions, possible penalties and employees uncovered for work injuries in the gap.

5. Leaving platform access with one person

The founder or a single officer holds all logins and authorisations.

  • Avoid it by: Assigning delegated roles on each platform to at least two authorised people.
  • Proof it is closed: A register of who can act on each platform and for what.

What it costs you: Operations stop when that person is travelling, sick or leaves.

6. Ignoring employee-side actions in Absher

Employers forget that employees must approve some steps or keep their own details current.

  • Avoid it by: Briefing new hires on the approvals they will be asked for and how to give them.
  • Proof it is closed: No transactions pending on employee approvals.

What it costs you: Processes that stall waiting for an employee who does not know action is needed.

A short check before you sign

  • Do contract, GOSI and payroll salaries match for every employee?
  • Are all iqamas valid, with renewals scheduled?
  • Is every contract documented on Qiwa?
  • Were all staff registered with GOSI from their first day?
  • Can at least two people act on each platform?

If it has already happened

If records have drifted, fix them in a planned sequence: correct the contract on Qiwa first, then GOSI, then payroll, so that each platform checks against a correct source. Pay any overdue contributions or fines promptly, since penalties often grow with time. Then introduce the monthly reconciliation that would have prevented the drift.

Frequently Asked Questions

What is Qiwa used for?

Qiwa is the labour services platform of the Ministry of Human Resources and Social Development. Employers use it for work permits, visa requests, documenting employment contracts, transfers of services between employers, Saudisation information and a range of certificates. Employees also use it to view and accept their contracts.

What is the difference between Muqeem and Absher?

Muqeem is used by employers to manage the residency matters of their foreign staff, such as iqama issuance and renewal and exit and re-entry or final exit visas. Absher is the portal individuals use for their own records and services, including residents checking their status and dependants. Both connect to the Jawazat systems.

Do foreign employees have to be registered with GOSI?

Yes, employers register foreign employees with GOSI, although the branches of insurance that apply to them differ from those for Saudi nationals. Contribution rates are set by GOSI and the social insurance law, which was updated with a new law in 2024 for new entrants. Check current rates for each category of employee.
