Pre-Approval or Full Approval: What Each One Actually Commits the Lender To

An indicative letter and a formal offer are treated as the same thing by buyers and as very different things by lenders. What each covers, and where buyers get caught between them.

A pre-approval tells you roughly what a lender might advance based on information it has not yet verified and a property it has not yet seen. A full approval is a decision on a specific property with a specific valuation and stated conditions. Buyers who negotiate on the strength of a pre-approval are negotiating with something the lender has not committed to, and sellers who accept one often believe they have more certainty than they do.

Pre-approval at a glance

An indicative statement of what a lender expects it could advance, based on self-declared income and obligations and before any property has been assessed. It is useful for setting a budget, for demonstrating seriousness to a seller, and for discovering early that your assumptions about capacity are wrong. It is not a commitment, and its conditions usually say so plainly.

Full approval at a glance

A credit decision on a named property, after income verification, a credit bureau review and an accredited valuation, issued as a written offer with conditions and an expiry date. It is what you can actually transact on, and it is also where the conditions appear that change your cash to close or your term.

What the lender has verified

Pre-approval: Usually what you declared, with limited or no independent checking.

Full approval: Income evidence, credit bureau record, existing obligations and the property itself.

Whether a property is involved

Pre-approval: No. The figure is about you, not about any particular asset.

Full approval: Yes, and the valuation on that asset can change the amount materially.

How binding it is

Pre-approval: Indicative, and expressly subject to verification, valuation and credit approval.

Full approval: A written offer the lender will honour on its stated terms until it expires.

What it is useful for

Pre-approval: Budgeting, viewing credibly, and discovering problems early.

Full approval: Signing, transferring, and planning cash to close with confidence.

Typical reason it changes

Pre-approval: Verification reveals income weighted differently or obligations you did not count.

Full approval: The valuation comes in below the price, or a condition is added late.

Expiry and refresh

Pre-approval: Short validity, cheap to refresh, little consequence if it lapses.

Full approval: A stated expiry tied to the valuation, with real cost if it has to be refreshed.

What a seller should read into it

Pre-approval: That the buyer has done preparation, nothing more.

Full approval: That the finance for this property has been decided, subject to the stated conditions.

When pre-approval wins

  • Setting a realistic budget before you spend weekends viewing property you cannot fund.
  • Showing a seller or broker that you are a credible buyer rather than a browser.
  • Finding out early that an obligation or a credit entry will reduce your capacity.
  • Comparing the broad appetite of several lenders before committing a full file to one.

When full approval wins

  • Signing a purchase agreement with real knowledge of what will be advanced.
  • Negotiating with a seller from a documented position rather than an expectation.
  • Knowing the conditions, the charges and the expiry date before you commit money.
  • Comparing final offers between lenders on margin, charges and early settlement wording.

How to decide

Get a pre-approval before you view anything, and treat the number in it as the top of your search range rather than your budget. Never sign a purchase agreement or pay a material reservation on a pre-approval alone unless the agreement makes your payment recoverable if full approval is not issued. Once you have a property, move to full approval quickly, because the valuation is the step most likely to change the picture and you want it early rather than late.

Keep both documents and read their qualifications. A pre-approval letter will state what it is subject to; a formal offer will state its conditions, its charges and its expiry. Where you are relying on a finance outcome to recover a payment, have a licensed legal adviser confirm that the purchase documentation actually says so. Lender processes and the names they give these stages differ and are revised over time, so ask your lender what its letter does and does not commit it to.

Domira works alongside the finance side of a property purchase or a build: the valuation evidence, the cost plan and the construction programme that a lender needs to see. The lending terms come from your bank or finance company, and Domira makes sure the property side of the file stands up.

Frequently Asked Questions

Is pre-approval for home finance guaranteed in Saudi Arabia?

No. A pre-approval is an indicative view based largely on what you declared and before any property has been assessed. It is normally expressed as subject to verification, valuation and credit approval. It is valuable for budgeting and for viewing credibly, but it is not something to sign a purchase agreement on unless your payment is recoverable if the full approval does not follow.

How long does a home finance offer stay valid in Saudi Arabia?

Offers carry a stated expiry, often linked to how long the lender will rely on the valuation, and the period differs by lender. Work backwards from that date to a realistic transfer timetable and share it with the seller and broker in writing. If the transaction is running late, raise a refresh with the lender before the offer lapses rather than afterwards.

Can a bank withdraw a home finance approval after issuing it?

An offer is issued on stated conditions and for a stated period, and a material change can affect it: a change of employer, new obligations taken on, a valuation issue, or a condition that cannot be satisfied. Disclose changes rather than waiting to be found out, and read the conditions section of the offer as carefully as the amount.
